Let's clarify the new European regulation to combat microplastic pollution

Let's clarify the new European Regulation aimed at combating microplastic pollution, which comes into effect on October 15th. The EU Directive, Regulation CE 2023/2055, relates to the use of synthetic polymer micro-particles (SPM) to limit the intentional addition of all microplastics containing hazardous and environmentally polluting substances. This encompasses glitter, composed of polymers and aluminum widely used in makeup and cosmetics, as well as detergents in greeting cards, furniture finishes, or toys. The purpose of this EU Directive is to reduce pollution and, therefore, the dispersion of microplastics into the environment and seas by at least 30% by 2030. These are small plastic particles, typically ranging from millimeters to nanometers in size, which cannot be naturally absorbed by the environment, leading to various ecological impacts. Microplastics have been found from the depths of the oceans to the clouds, dramatically affecting ecosystems' health.


When will it come into effect?

The regulation will come into effect on October 15, 2023. Regarding glitter or sparkles in cosmetic products, different timelines apply depending on the product type:

- For rinse-off cosmetic products, such as shower gels or shampoos, containing microspheres, glitter, and/or microplastics, the prohibition is immediate upon the regulation's entry into force, starting from October 17, 2023. It's important to note that many EU Member States, including Italy, have already prohibited such products for some years due to national regulations.
- For other rinse-off cosmetic products containing SPM, the prohibition takes effect from October 17, 2027.
- For facelip, and nail makeup products containing SPM, the requirement to label them with "Contains microplastics" begins on October 17, 2031.
- For the same makeup products containing SPM, the prohibition on their market entry starts from October 17, 2035.
- For all other leave-on products, the prohibition takes effect from October 17, 2029.
